The upper part of Nygårdsparken in Bergen, often described as Northern Europe’s biggest open drugs market, was closed by the city council in August 1914. The council wanted to make the area safer and more attractive for residents and visitors. The debate about what measures should be taken to help drug addicts has been on- going for a long time. But who will the closing of the park benefit most? The drug addicts, those who live in the area, or anyone who just doesn’t want to see?
