“Just before their 18th birthday young people are forcibly placed in institutions and collectives. Many young people need time to become motivated and start to co-operate so that they can move on with their lives. This means that many do not complete their rehabilitation before they are 20 years old. If they need more help they have to transfer to the adult system. This in turn means that they have to break up from where they are today and start from the beginning again.”
